There are several business models that you can follow.

There is the classic internet cafe, which means your revenue is generated from food and coffee. You will be suprised how many people go to starbucks for the free wireless.

This model didn’t last very long as many bars, cafes and other places simply have one or two computers avialable for customers + free wireless.

The other model is to charge for usage. With free internet access in libraries it is hard to make money this way.

In western countries there are only a few places where internet cafes are actually good business. These are tourist zones. Especially places that attract back packers. You provide computers (hourly rate) International IP calls and so on.
