A simple cable setup should work just fine. Few wireless access points. Usual cable lines are around $40 a month average from most ISPs. With only 20 users, this should be plenty.
The connection will be dived out amongst the 20 computers are not factor, it’s very simple service. You contact the nearer or reasonable IT consultant. Thanks.
You would just have to get a High Speed business internet solution. Usually this is a cable connection for internet. The really fast business ones run about $60 a month. Then you would have a router that can support 20 people (most can) and have them all wirelessly linked to it. Or you could get a 20+user hub and have them all connect to the internet via wired conneciton. (a wireless router would be a much easier solution) All those 20 people would then be succesfully sharing that internet conneciton and in an internet cafe, that wouldn’t be much of a problem since most users won’t be surfing anything that requires a lot of bandwith.
If users are going to be using bandwith intensively, a T1 or higher connection would be necessary. And for most people that means your talking $600 - $x,xxx easily per month for T1, T2, T3.
The connection im using in my example would be the ATT High Speed internet elite connection, $60 a month. They have a chart here if u wanna see:
I would suggest DSL then use router to share the width for 20 computers
