What’s the best bandwidth limiter for my network?

Hi there! I own an internet cafe business and I want to limit each of my client pc’s bandwidth. I usually come to a problem where one of my client pcs would only have a little amount of bandwidth allocated on to it and I found out that the other one was downloading at 80 kbps. So what’s the best software out there that could really solve my problem? It would be better if it’s free if there’s such thing. Thanks in advance and more power!

a cisco catalyst express 500 series switch or for less money a linksys managed switch. lookup configuation manual on or . i use a linksys in a school and makes magic for me
